Record numbers of people throughout the world are in desperate need of humanitarian assistance. At the same time, there is a tangible sense of donation fatigue on the part of the donors—the United Nations (UN) has warned of a USD16.1 billion funding gap in its humanitarian aid appeal to alleviate the suffering of the world’s most vulnerable people.

 

Political will and leadership were demonstrated at the first World Humanitarian Summit held in Istanbul, Turkey, approximately two months ago. Despite the fact that 2016 has so far seen the highest level of donations ever, the appeal is only one-quarter funded.

 

The Global Humanitarian Overview Status Report for 2016 reveals that 130 million people in forty countries now need assistance just to survive. Two recent disasters since the beginning of 2016: the cyclone in Fiji in February and the earthquake in Ecuador in April, have jeopardised another 5.5 million people’s lives. 

 

Stephen O’Brien, Under-Secretary-General for Humanitarian Affairs and the coordinator of the UN’s emergency relief, has highlighted that humanitarian organisations are committed to bringing relief to people in critical need, but that they cannot do it alone.  Focusing on external aid only may not be the answer. There are many potential sources of domestic revenue which are untapped and could be used for humanitarian aid in countries with critical needs—without increasing the dependence on external aid or increasing debt.

 

LSL World Initiative (LSL) is a global organisation specialising in Innovative Financing for Development (IFD) in emerging countries—helping them to identify new revenue streams, protecting the revenue generated, and then utilising the monies for development or humanitarian needs in a secure, transparent and efficient manner. LSL focuses on micro-contributions or other obligatory charges on globalised activities, such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances, to provide stand-alone funding or supplement existing funding for humanitarian/development initiatives. The money is there, it just has to be unlocked from the diaspora flows and then mobilised before being leveraged to help people in need. LSL’s funding model would be an ideal way to boost the UN’s funding drive and close the significant funding gap. 

 

The UN envisages that the funds would be used to support millions of mothers to feed malnourished children, to help doctors give lifesaving care to injured children, to help small farmers keep their cattle alive and to protect women and girls from sexual abuse and violence. The new revenue streams created by LSL could certainly be used for these purposes.

Record numbers of people throughout the world are in desperate need of humanitarian assistance. At the same time, there is a tangible sense of donation fatigue on the part of the donors—the United Nations (UN) has warned of a USD16.1 billion funding gap in its humanitarian aid appeal to alleviate the suffering of the world’s most vulnerable people.

 

Political will and leadership were demonstrated at the first World Humanitarian Summit held in Istanbul, Turkey, approximately two months ago. Despite the fact that 2016 has so far seen the highest level of donations ever, the appeal is only one-quarter funded.

 

The Global Humanitarian Overview Status Report for 2016 reveals that 130 million people in forty countries now need assistance just to survive. Two recent disasters since the beginning of 2016: the cyclone in Fiji in February and the earthquake in Ecuador in April, have jeopardised another 5.5 million people’s lives. 

 

Stephen O’Brien, Under-Secretary-General for Humanitarian Affairs and the coordinator of the UN’s emergency relief, has highlighted that humanitarian organisations are committed to bringing relief to people in critical need, but that they cannot do it alone.  Focusing on external aid only may not be the answer. There are many potential sources of domestic revenue which are untapped and could be used for humanitarian aid in countries with critical needs—without increasing the dependence on external aid or increasing debt.

 

LSL World Initiative (LSL) is a global organisation specialising in Innovative Financing for Development (IFD) in emerging countries—helping them to identify new revenue streams, protecting the revenue generated, and then utilising the monies for development or humanitarian needs in a secure, transparent and efficient manner. LSL focuses on micro-contributions or other obligatory charges on globalised activities, such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances, to provide stand-alone funding or supplement existing funding for humanitarian/development initiatives. The money is there, it just has to be unlocked from the diaspora flows and then mobilised before being leveraged to help people in need. LSL’s funding model would be an ideal way to boost the UN’s funding drive and close the significant funding gap. 

 

The UN envisages that the funds would be used to support millions of mothers to feed malnourished children, to help doctors give lifesaving care to injured children, to help small farmers keep their cattle alive and to protect women and girls from sexual abuse and violence. The new revenue streams created by LSL could certainly be used for these purposes.
