In 2014, the United Nations (UN) reported that around $540 million of the roughly $154 billion global aid budget was spent on decreasing disaster risk.  The UN Secretary-General Ban Ki-moon has called on world leaders to fix the gap in humanitarian funding and share the burden of helping people in need across the globe.

In 2014, the United Nations (UN) reported that around $540 million of the roughly $154 billion global aid budget was spent on decreasing disaster risk.  The UN Secretary-General Ban Ki-moon has called on world leaders to fix the gap in humanitarian funding and share the burden of helping people in need across the globe.

 

Speaking at the first-ever World Humanitarian Summit in Istanbul on May 23, he said:

“I call on humanitarian organisations to work more closely together based on shared priorities to meet [the needs] of millions of people in crisis.”

 

He also urged the international community to cut the amount of internally displaced people by 50% by 2030 and to increase world spending on reducing disaster risk.

 

Stating this and actually achieving it are two different things—mainly because of the financial implications.  “Fixing” persistent problems is always dependent on the available resources.  It is clear that existing external aid resources must be used more efficiently. 

 

But what about internal resources? 
There are many potential sources of domestic revenue which are untapped and could be used for socio-economic development and upliftment in countries with critical needs—without increasing dependence on external aid or increasing debt.

 

A new way to find funds
LSL focuses on micro-contributions or other obligatory charges on globalised activities such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances. 

 

These revenues—which amount to significant amounts—can be used for humanitarian assistance, generally accepted to mean material or logistical assistance designed to save lives, alleviate suffering and maintain and protect human dignity during and in the aftermath of man-made crises and natural disasters as well as to prevent and strengthen preparedness for the occurrence of such situations.

 

What differentiates it from other forms of aid and foreign assistance is that it should be guided by the principles of humanity, impartiality, neutrality and independence—acting solely on the basis of need, without discrimination between or within affected populations.

 

Among the people in need belong homeless, displaced persons, refugees, victims of natural disasters, wars and famine. Thus the new revenue streams created by LSL can be used not only for socio-economic development but also for humanitarian assistance as described above.

In 2014, the United Nations (UN) reported that around $540 million of the roughly $154 billion global aid budget was spent on decreasing disaster risk.  The UN Secretary-General Ban Ki-moon has called on world leaders to fix the gap in humanitarian funding and share the burden of helping people in need across the globe.

Speaking at the first-ever World Humanitarian Summit in Istanbul on May 23, he said:

“I call on humanitarian organisations to work more closely together based on shared priorities to meet [the needs] of millions of people in crisis.”

 

He also urged the international community to cut the amount of internally displaced people by 50% by 2030 and to increase world spending on reducing disaster risk.

 

Stating this and actually achieving it are two different things—mainly because of the financial implications.  “Fixing” persistent problems is always dependent on the available resources.  It is clear that existing external aid resources must be used more efficiently. 

 

But what about internal resources? 
There are many potential sources of domestic revenue which are untapped and could be used for socio-economic development and upliftment in countries with critical needs—without increasing dependence on external aid or increasing debt.

 

A new way to find funds
LSL focuses on micro-contributions or other obligatory charges on globalised activities such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances. 

 

These revenues—which amount to significant amounts—can be used for humanitarian assistance, generally accepted to mean material or logistical assistance designed to save lives, alleviate suffering and maintain and protect human dignity during and in the aftermath of man-made crises and natural disasters as well as to prevent and strengthen preparedness for the occurrence of such situations.

 

What differentiates it from other forms of aid and foreign assistance is that it should be guided by the principles of humanity, impartiality, neutrality and independence—acting solely on the basis of need, without discrimination between or within affected populations.

 

Among the people in need belong homeless, displaced persons, refugees, victims of natural disasters, wars and famine. Thus the new revenue streams created by LSL can be used not only for socio-economic development but also for humanitarian assistance as described above.
