There are many facets to funding and developing projects to further sustainable development goals—all of which must be considered if the process is to be successful.  The six points below highlight some of them and offer some suggestions when setting up projects to achieve this.

1. Create buy-in by agreeing on achievable milestones and measurements

There can be no progress without measurement and achieving the goals step-by-step is often the answer.  All staff involved in a development project should have clear and measurable key performance areas.  These should be shared with other team members so everyone is clear about what their specific responsibilities are. Some projects may be complex and the step-by-step milestone method will help to create buy-in from all the stakeholders concerned.

2. Make sure there are no parallel structures

Donors should be encouraged to use the existing structures locally for planning/budgeting/payment—creating separate structures eats into precious funding resources, which the specific country can ill-afford.  This could also be an opportunity for the transfer of valuable skills, where appropriate.

3. Focus on domestic resources and local needs

It is useful to always focus on leveraging domestic resources such as telecommunications, financial transactions, travel and tourism through micro-contributions to create additional revenue for government and finance local priority socio-economic needs.  This type of financing has been championed by the Special Advisor to the UN Secretary General on Innovative Financing for Development, Philippe Douste-Blazy, and by other international organisations.

4. Make sure everyone is accountable

Projects funded by private investment, government or individuals must:

 - comply with effective development principles
 - contain robust environmental and social safeguards
 - encourage citizen participation—excluding citizens without seeking their agreement could be perceived as arrogant—their potential resistance can slow the process down

Where politicians can be brought on board who have the courage to voice their commitment, this should be encouraged—positive publicity created both locally and internationally, could generate more participation from private individuals or private capital.

5. Recognise the importance of the private sector

The United Nations Conference on Trade and Development (UNCTAD) estimates that the financing required to achieve just the physical and social infrastructure needs associated with the Sustainable Development Goals (SDGs) in developing countries is approximately USD 2.5 trillion per year until 2030. Governments and the humanitarian or donor community do not have sufficient resources to close the gap without the assistance of the private sector.

6. Tailor goals to the context

While the SDG’s do recognise that the needs of most developing countries are similar, it would be a mistake to think that one could apply a “one-size-fits-all” policy to all developing countries.  Goals and projects must be context-specific.

There are many organisations working towards sustainable development—all with their own projects and programmes.  However, we will all only be successful if we try to find some common ground in our approaches.
