Universal Health Coverage (UHC) aims to achieve better health and development outcomes, help prevent people from falling into poverty due to illness and give them the opportunity to lead healthier, more productive lives.

 

In recent years, the global UHC movement has gained momentum, with the World Health Assembly and the United Nations General Assembly calling on countries to “urgently and significantly scale up efforts to accelerate the transition towards universal access to affordable and quality health care services.”  UHC aims to achieve better health and development outcomes in line with the Sustainable Development Goals (SDGs) which will guide the post-2015 agenda. The United Nations’ SDG 3 includes a target to “achieve universal health coverage including financial risk protection, access to quality essential health care services, and access to safe, effective, quality and affordable essential medicines and vaccines for all.”

 

In addition to eradicating poverty, the sustainable development agenda will cover economic, social and environmental issues.  Economists have estimated that the cost of implementing the SDGs will run into trillions of dollars.  Because of the tightening aid environment given the global downturn, as well as migration and refugee issues, domestic resource mobilisation for development has become the subject of many international meetings and keynote addresses on health, education, sanitation, infrastructure and climate change, among others, as the competition for resources will become increasingly fierce.

 

Besides the moral argument that all people should have access to health as a human right, this is also simple, sound economics.  There is now compelling evidence to suggest that investing in health yields remarkable returns. For instance, for every dollar invested in childhood immunisation, we can expect to save USD 16 in health care costs, lost wages and productivity due to illness. Prevention is better than cure.  If vaccinated, a child remains healthy and does not require health care or treatment —both of which come at a cost to governments and families and can prevent parents from working.  A healthy infant is also more likely to attend and do better at school.  Put simply, keeping a child healthy through means such as immunisation helps boost a country’s economy.  It is simply a good investment.

 

Achieving UHC will require a huge injection of cash—and where is this to come from?  Firstly, improving efficiency in health expenditure can help. The 2010 World Health Report suggested that around 20%-40% of total health spending—representing about $1.4 to $2.9 trillion in 2012—may be lost through waste, corruption and other forms of inefficiency.  Similarly, tackling tax avoidance and evasion could benefit government.

 

It is clear that existing external aid resources must be used more efficiently.  But what about internal resources?  There are many potential sources of domestic revenue which are untapped and could be used for socio-economic development without increasing dependence on external aid or increasing debt.  LSL provides assistance to governments and multilateral organisations to identify and leverage new revenue streams in a secure, transparent and efficient manner for their development needs and to supplement existing funding by providing turnkey solutions to address the financing gap of projects/initiatives through Innovative Financing for Development (IFD).

 

IFD is any financial mechanism which provides revenue, excluding Official Development Aid (ODA).  LSL focuses on micro-contributions or other obligatory charges on globalised activities such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances. The funds are directly channelled into a national fund/other preferred mechanism to fund national priorities and provide increased financial capacity through the leveraging of domestic resources and diaspora flows. These revenues—which amount to significant sums—can be used for social initiatives—the fight against poverty, the improvement of health systems, education, economic inclusion, housing, etc.—for energy initiatives—electrification and other energy needs and infrastructure—roads, fibre optic cabling, etc.  LSL’s tried and trusted technological partners assure the revenue through sophisticated ICT systems which include fraud management systems to block leakages and fraudulent activities. 

 

These systems:

- ensure accurate billing and collection of the micro-contributions
- monitor and measure results 
- ensure transparency and accountability
- ensure efficiency and sustainability.

 

All in all, LSL’s model provides a turnkey solution—from identifying the resources to assuring the revenue and then utilising it. It goes without saying that these revenues could help the governments of countries to achieve the SDGs and also Universal Health coverage for their people.

Universal Health Coverage (UHC) aims to achieve better health and development outcomes, help prevent people from falling into poverty due to illness and give them the opportunity to lead healthier, more productive lives.

 

In recent years, the global UHC movement has gained momentum, with the World Health Assembly and the United Nations General Assembly calling on countries to “urgently and significantly scale up efforts to accelerate the transition towards universal access to affordable and quality health care services.”  UHC aims to achieve better health and development outcomes in line with the Sustainable Development Goals (SDGs) which will guide the post-2015 agenda. The United Nations’ SDG 3 includes a target to “achieve universal health coverage including financial risk protection, access to quality essential health care services, and access to safe, effective, quality and affordable essential medicines and vaccines for all.”

 

In addition to eradicating poverty, the sustainable development agenda will cover economic, social and environmental issues.  Economists have estimated that the cost of implementing the SDGs will run into trillions of dollars.  Because of the tightening aid environment given the global downturn, as well as migration and refugee issues, domestic resource mobilisation for development has become the subject of many international meetings and keynote addresses on health, education, sanitation, infrastructure and climate change, among others, as the competition for resources will become increasingly fierce.

 

Besides the moral argument that all people should have access to health as a human right, this is also simple, sound economics.  There is now compelling evidence to suggest that investing in health yields remarkable returns. For instance, for every dollar invested in childhood immunisation, we can expect to save USD 16 in health care costs, lost wages and productivity due to illness. Prevention is better than cure.  If vaccinated, a child remains healthy and does not require health care or treatment —both of which come at a cost to governments and families and can prevent parents from working.  A healthy infant is also more likely to attend and do better at school.  Put simply, keeping a child healthy through means such as immunisation helps boost a country’s economy.  It is simply a good investment.

 

Achieving UHC will require a huge injection of cash—and where is this to come from?  Firstly, improving efficiency in health expenditure can help. The 2010 World Health Report suggested that around 20%-40% of total health spending—representing about $1.4 to $2.9 trillion in 2012—may be lost through waste, corruption and other forms of inefficiency.  Similarly, tackling tax avoidance and evasion could benefit government.

 

It is clear that existing external aid resources must be used more efficiently.  But what about internal resources?  There are many potential sources of domestic revenue which are untapped and could be used for socio-economic development without increasing dependence on external aid or increasing debt.  LSL provides assistance to governments and multilateral organisations to identify and leverage new revenue streams in a secure, transparent and efficient manner for their development needs and to supplement existing funding by providing turnkey solutions to address the financing gap of projects/initiatives through Innovative Financing for Development (IFD).

 

IFD is any financial mechanism which provides revenue, excluding Official Development Aid (ODA).  LSL focuses on micro-contributions or other obligatory charges on globalised activities such as telecommunications, travel and tourism, mineral resources and financial transactions such as remittances. The funds are directly channelled into a national fund/other preferred mechanism to fund national priorities and provide increased financial capacity through the leveraging of domestic resources and diaspora flows.
